Financial Penalty Used as Incentive for EMR Adoption

As more doctors convert to electronic medical record systems, there is hope to see advances in health care delivery and operations.

The federal government is helping to drive these changes with subsidies that partially cover the expenses of converting to electronic medical health records from paper systems.

Since financial incentives have proven not to be enough to motivate doctors, there will be financial penalties put in place to encourage doctors to implement an electronic system by 2015.

According to an article published on New Jersey Spotlight, the federal government has already given doctors in the state of New Jersey $38 million in subsidies for EMR conversion. Almost 27 percent of the state's doctors have already converted according to Colleen Woods, New Jersey Health Information Technology coordinator. Woods estimates that that number will exceed 80 percent when Medicare imposes financial penalties.

This article explains that what is happening in New Jersey is that many practices are small, with only one or two doctors, and it doesn’t make sense financially to implement an electronic system.

It’s imaginable that many other small doctor’s offices in other states across the county feel the same way.

Starting in 2015, 1 percent of Medicare reimbursement will be withheld by the government for doctors offices that do no have EMR software and systems in place. Small practices will now have to revaluate the financial pros and cons, and when doing so will mostly likely be compelled to join the other digital doctors.

Go Solar California Makes CA Number One for Solar Power


California leads the nation in solar energy production and installation of residential solar panels.  IHS iSuppli reports that combined photovoltaic solar capacity of the state of California alone is almost three times the combined capacity of the lowest 40 states.  With 924 megawatts of total installed solar capacity and an increase of over 47 percent since last year, California is the nation’s greatest San Diego solar energy success story.

California’s Go Solar campaign has undoubtedly had a huge influence on solar power’s takeover in the state, providing financial means to campaign for solar energy and educate the public about the benefits of solar.  Started by the California Energy Commission and the California Public Utilities Commission, Go Solar California aims to encourage residents to install 3,000 megawatts of solar energy-producing panels on residences and businesses by 2016.  They also aim to implement 585 million therms worth of solar hot water systems by 2017.

Solar Power Becomes More Mainstream


In an article published by Bloomberg Businessweek on October 23, Jonathan Fahey reports on the high cost of traditional energy and its effect on the growing solar industry.  “Real estate companies are racing to install solar panels on office buildings," he writes.  "Utilities are erecting large solar panel 'farms' near big cities and in desolate deserts.  And creative financing plans are making solar more realistic than ever for homes.”

While San Diego solar energy has traditionally not been the first choice, it’s quickly becoming the most popular alternative energy source for new construction as well as gaining popularity as an installation in older buildings.  While solar is still three times the price to install as traditional energy systems, solar energy installations rose by 102% from 2009 to 2010 – showing an enormous increase in the amount of people willing to pay more for long-term sustainable energy (not to mention no electricity bills).  

The prices of building and manufacturing solar panels are falling quickly, but most Americans are still relying on government subsidies to be able to afford solar panels.  The benefits of solar energy are starting to outweigh the price, and people are more willing to pay for long-term sustainable energy.
